If you work at a Community Action Agency, you're part of a nationwide network fighting poverty-and ROMA is the performance framework that ties all of that work together. This course gives newer CAA employees a clear, practical foundation in Results Oriented Management and Accountability, so you can see exactly how your daily work connects to your agency's mission and federal reporting Requirements.
We start by explaining what Community Action Agencies are, how they fit into the national Community Action Network, and why CSBG funding comes with performance expectations. From there, you'll learn what ROMA is, how it developed from the Government Performance and Results Act, and why federal law requires CAAs to implement it.
You'll explore the three core principles that drive ROMA-results-oriented focus, management accountability, and performance measurement-and walk through the ROMA framework step by step, from community needs assessment through strategy development to outcome identification.
A full lesson is dedicated to ROMA's three outcome categories: family and individual outcomes, community outcomes, and agency outcomes. You'll see real-world examples of each and understand how your documentation and client interactions feed directly into your agency's performance data.
